Draft Legislative Programme 2009-2010
On 29th June, the Government announced its Draft
Legislative Programme for the coming parliamentary session for
2009-2010. The programme affects both England and Wales,
although the Welsh Assembly Government will still have authority
for devolved matters.
Matters in the programme of interest to the
Property Sector include the new Equality Bill, which will look at
simplifying and improving current discrimination law. This
will almost certainly affect property owners and occupiers.
The new Flood and Water Management Bill seeks
to improve the way we deal with flood and drought arising as a
result of climate change - another issue of interest to developers
and the public property sector.
There is also a new Bribery Bill, which will
include a new corporate offence for where a business fails to stop
bribery by those working on its behalf.
Also mentioned, is the Government’s continuing
commitment to funding for affordable housing and renewable energy,
two topics already high on the Welsh Assembly Government’s own
agenda for Wales.
With the general election due next year, there
is limited time to introduce much new law and with a number of
existing legal developments already on hold because of the current
economic crisis, it will be interesting to see which make it to the
statute book.
