Profile

Philip is a Partner and the Head of Commercial at Hugh James.  He specialises in international procurement and complex outsourcing transactions.  Phillip has over 25 years of experience as a partner in national and international private practice and as a senior in-house lawyer.   Since 1991, Phillip has been consistently listed in The Chambers Guide to the Legal Profession, The Legal 500 and other top directories as a leader in the field for his commercial/procurement and regulatory work.

 

Currently Philip is advising a leading global financial institution on contract structuring for single European Payment Area and Payment Services Directive compliance and related outsourcing arrangements.  Philip has advised a number of global financial institutions including Wells Fargo / Wachovia on outsourcing, Regulatory (Payment Systems / Market Data / Privacy) and IPIT issues.

 

Other significant projects include:

 

  • Advised and currently advising Citigroup on a range of outsourcing/ procurement matters including outsourcing arrangements for Facilities Management of Citigroup Centre, electrical and maintenance services and Data Centre managed services
  • Advised London Underground on procurement and contract drafting of complex high-value PPP contracts in the areas of capital build and long-term maintenance assets (project values in excess of £3 billion)
  • Advised London Underground on commercial contract provisions relating to Kings Cross redevelopment project (project value £400 million)
  • Advised London Development Agency on procurement strategies to be adopted for key infrastructure projects in connection with the Olympic development
  • Advised Resolution plc on its multi-billion pound outsourcing programme for its insurance administration functions to India with Capita
  • Advised Police IT Organisation PITO on infrastructure contracts and PPP arrangements for provision of a new UK emergency mobile radio network
  • Advised Tube Lines on major ICT communications/IT infrastructure contractual arrangements
  • Advising Cardiff Council on the procurement of a IT strategic partner to assist the Council’s transformational change program
  • Advising Finance Wales on a range of FSMA regulatory issues relating to  structuring, operational and compliance issues in relation to structural funds and private fund management
  • Advised Schmallbach Lubecca on its global outsourcing of IT functions to IBM including associated implementation of global privacy policy
