Profile
Shaun has over 22 years as a public sector
lawyer (including 10 years experience as in-house local authority
solicitor working as Principal Solicitor for Cardiff County
Council, formerly South Glamorgan County Council) during which time
he has advised over 50 public bodies.
He has advised on a whole range of
public law issues such as constitution of committees, access to
information and meetings under FoI/EIA and Local Government Acts,
advising on powers to trade and charge, the successful defence of a
claim for repayment of ERDF, advice on lawfulness of completing
major project on night of election, reviewing and amending a
council constitution following new governance arrangements, changes
to governance arrangements and compliance with codes of
conduct.
His involvement
has included provision of written opinions on lawfulness of
actions, attendance at scrutiny and Council meetings and judicial
review.
He has led over 10 PFI/PPP
projects relating to:
- energy and waste
- highways
- strategic
partnerships
- regeneration
- leisure
- housing and other
accommodation (such as key worker and student)
In addition he
has provided the planning, procurement, commercial and public
law support for over 20 other PFI/PPP projects.
