Join Martin Jones, Head of Regulatory and Lydia Clements, Solicitor in the Regulatory team, for a practical PATC seminar exploring current issues for local authorities in ALN tribunal work, including evidence gathering, complex needs, health board responsibilities, and Welsh language provision.
We will also be joined by guest speakers Cathrine Grubb and Catrin Gregory-Wallace from Civitas Chambers, who will share their specialist knowledge of ALN and education cases in Wales.
This seminar will provide local authority practitioners with a practical update on key issues arising in ALN tribunal work. The session will consider the local authority’s obligations to gather evidence to assist the Tribunal, including the use of expert assessments and effective working with parents. We will also explore the respective responsibilities of local authorities and Health Boards when supporting children with complex needs, following the Upper Tribunal decision in Cyngor Gwynedd v Ellen Jones.
The afternoon session will focus on Welsh language provision, including the extent of local authority obligations, current developments, parental disputes regarding Welsh-medium ALP, expectations for Welsh language tribunal documentation, and approaches to translating legal advice.
There will also be a panel discussion, giving attendees the opportunity to submit questions from practice.
