Hugh James reappointed to provide fire safety legal advice and representation to South Wales Fire and Rescue Service


Following a successful retender process, we are pleased to share that we have been reappointed as the provider of Fire Safety Legal Advice and Representation to the South Wales Fire and Rescue Service (SWFRS).

Throughout the four-year agreement, which commenced on 1st October 2025, we will be called upon to provide specialist fire safety legal advice and representation. This will include advising on enforcement of fire safety legislation and representing the Service in proceedings before the criminal courts.

Commenting on the appointment, Justin Davies, Legal Director and Head of Regulatory Investigations and Compliance said:

This latest appointment under the Welsh Government Solicitors Services Framework further demonstrates our strength and capability in delivering specialist legal services to the public sector in Wales.

Justin Davies

Justin Davies has specialised in criminal and regulatory law since qualification in 2007. He has particular experience of regulatory criminal proceedings instituted by Local Authorities and other non-police agencies, and spent time as a specialist regulatory prosecutor at Merthyr Tydfil County Borough Council, advising and prosecuting on behalf of its trading standards, public/environmental health and counter-fraud departments. Justin now practises in regulatory, corporate crime and allied areas, acting for both prosecution and defence. Justin holds (and regularly exercises) Higher Rights of Audience in Criminal Proceedings, which allows him to represent clients before the higher criminal courts.
